Waste materials from this foundry company were suspected to have been deposited at 20 sites in North and South Carolina. Work initially was conducted under the purview of the North Carolina Department of Environment and Natural Resources and South Carolina Department of Health and Environmental Control. Initial work included investigations, remediation and a risk assessment. Later work came under the direction of the Unites States Environmental Protection Agency (EPA).
Shield assisted with the negotiation of the Administrative Order on Consent (AOC) between the client and the EPA. Shield prepared a Site Assessment Work Plan (SAWP) for targeted contaminants of concern; lead and copper in multimedia. Shield implemented the EPA approved SAWP in accordance with the EPA’s Environmental Investigations Standard Operating Procedures and Quality Assurance Manual (EISOPQAM). A Site Assessment Report including risk assessments was completed. Interim Measures/ Closures, including remediation were undertaken.
Shield’s negotiated AOC significantly reduced investigated parameters, allowing for Interim Measures at any step in the process, thereby greatly reducing site investigation and remedial action protocols. Shield has obtained a No Further Action (NFA) ranking at 8 sites; closures in the form of approved Interim Measures at eight sites and developed a Risk Management Action Plan utilizing restrictive covenants to close one facility.
